Tieling, located in the middle part of Liaoning province, is a newly booming city of energy sources and base of the process and production of green agricultural products. The focus of the city planning is to strengthen the city construction in all aspects. The entire construction takes four steps: reinforcing the fundamental construction in the first year, setting good city image in the second year, making a great change in the third year, and achieving the requirements of the 5sq.km. starting area infrastructure. Tieling New City, southwest to the old city covering 30sq.km, has a population of 300 thousand. It joins with the old city by No. 3 railroad and 102 National Highway. It is some 30 kilometers away from Shenyang, one of the most energetic cities in China. The Beijing—Harbin Electrization Railway, Harbin-Dalian Freeway and G102 National Highway pass through the new city.

Diamond-shaped city: The land of the new city is in the shape of a diamond. The harmonious combination of mountain, water and city helps construct the ecotype garden city which is wonderful for residence and carving out.

More than 20% of the land in the New city is covered by water, totaling 7s.q.k.m. Fan River winds through the city, covering 3.1s.q.k.m; the 4.6 kilometer—long Tianshui River divides the city in the middle, linking up Ruyi Lake and Lotus Lake. Lotus Lake, stretching 2.2s.q.k.m, and Ruyi Lake, which is 1s.q.k.m long, attract a lot of people with fresh air and delightful environment.

The city planning aims at constructing it to be the national ecologically garden city, making the public greenbelt average out to 12.10sq.m., increasing the green land occupation rate to 38% and the green coverage rate to 45%. The city will cultivate abundant and multilayered green system and enrich the trees with flowers, grass and bushes. We are looking forward to a green-covered, water-surrounded ecological garden city.
